It depends on what level of tolerance is taking place.  Do murders need to be tolerated? No. Does a grown man's bad decision to steal candy from the Mom and Pop when he was 12 need to be tolerated? Yes. There is a major difference in the levels of toleration of the two. A kid making a small mistake can be forgiven and made up for.  A murder simply can not.
