I believe the answer to the first one is D) passing laws that protected child workers. The Progressive movement was able to do this and start sending children to school.
The answer to the second one is B) rapid industrialization. There were so many people trying to live in the same place that jobs were running out. Also, since so many people needed jobs, employers were able to lower standards when it came to working conditions because the employees were desperate.
