We are to multiply

(9x-2)(3x-8)

This is done as follows

(9x-2)(3x-8)=9x(3x-8)-2(3x-8)

By simplifying we get

\begin{gathered} (9x-2)(3x-8)=27x^2-72x-6x+16 \\ (9x-2)(3x-8)=27x^2-78x+16 \end{gathered}

Therefore, in standard form we have the answer to be

27x^2-78x+16
