So, from what I'm getting, she needs to cut a 9 2/3 long cloth into 1/3 pieces. You're basically just getting the 9 2/3 and dividing it into 1/3. Your answer would 29 pieces if I'm correct.

Divide 9 2/3 by 1/3.
9 2/3=27/3 + 2/3 =29/3
29/3 divided by 1/3 = 29/3*3=29
She can cut 29 complete pieces,
