That statement is false.
First reason is the knowledge of new type of substances will continue to appear so the substance abuse counselor will always be required to update his/her knowledge about the substance. Treatment for previosuly known substance also keep improving in inefficiency.
Second, the required hours to get the certification is 2,240 hours not 2,000.
