Group x-variables and y-variables together:


x^2+(y^2-7y)=0

Convert y to square form:


x^2+(y^2-7y+(49)/(4))=0+(49)/(4)

Refine 0+49/4


x^2+(y-(7)/(2))^2=0+(49)/(4)

Refine 0+49/4
