The voolume of a cone is given by the formula:

V = (1)/(3) \pi r^(2)h

You know the volume, the radius, and pi. Substitute those values into the formula and solve for h, the height.

23 = (1)/(3) (3.14) (1)^(2)h

23 = 1.0466h

h = 21.97 in.
