The given statement is false.

The secondary succession occurs at the place where the primary ecosystem has be destructed due to natural disaster or man made activities. The secondary succession needs soil to grow.

The area which was having an ecosystem prior, and it was destructed due to natural disaster, there are chances that new ecosystem may form there in due coarse of time.

This is known as secondary succession that takes place on the soil.
