< a....its complement is (90 - a) and its supplement is (180 - a)
28(90 - a) = 13(180 - a)
2520 - 28a = 2340 - 13a
-28a + 13a = 2340 - 2520
- 15a = - 180
a = -180/-15
a = 12 <=== so < a = 12
