An electric field that changes with time ( such as due to the motions of charged particles) will also influence the magnetic field of that region of space.

An electric field is a property that describes the space that surrounds electrically charged particles. A magnetic field is a field of force produced by a magnetic object or particle. This can also happen from a changing electrical field.

hope this helps the answer is: Relation between Electric and magnetic fields. I've read that both the electric and magnetic field vectors are perpendicular to each other in an electromagnetic wave. Passing steady current through a straight conductor shows some magnetic flux because most of the energy is wasted into outer space as magnetic lines
