This message would be viewed as a clever message because there are multiple ways to interpret the message. One could mean that Lord Nelson needs people in the army, another could mean he needs more people to help fuel the economy with farms or businesses during the war because wars take up a lot of funds, or even that he needs more explorers and crew for ships.
