The scale 1:250,000 indicates that 1 centimeters in the map represent 250,000 centimeters in real distance.
So, the calculation for the actual distance would be:
8.5 cm x 250,000 = 2,125,000 cm
since 1 km = 100,000 cm
2,125,000 cm = 21,25 Km
