joe has +$422 in his savings account and credit card. she then purchased something that was 484 which caused joe to go bankrupt and he jumped from +$422 to -$62.

Because Joe only has $422 on his credit card, his account with be overdrawn by $62. which means, Joe's account will go into the negative balance until he's able to pay the bank back the $62.
