Why do you thing Taz Taizong decided that land in outlying provinces should be given to relatives?

Outlying provinces carried the greatest threat for dissent or rebellion, since they were farthest from the cultural and political centers of the empire. TangTaizong thought that putting relatives in charge of these provinces would ensure the loyalty of these regions and limit the risk of dissent.
