First, considering the sales tax applied to the whole price:

Leo purchases $700 worth of plantings. If the sales tax is 7%, we'll find the final price by doing:

7% = 0.07

107%= 1.07 (goods price + tax)

1.07*700 = $749

So, the price after the tax is $749. He has a 14% discout, so:

14% = 0.14

100%-14% = 1-0.14 = 0.86

0.86*749 = 644.14

Answer: $644.14
