for example, if it is 4:40, you can say, "son las cuatro y cuarenta" (if you want numerically.
say "y" in between hour and minute... if you want

If you want to express the time after half pass the hour, use menos (less) and the number of the following hour to express the time before the nest hour (After half past the hour) Son las cinco menos viente (it is 4:40)
