7.81 times ten to the first power is greater because 7/9 is equal to .777777 repeating while 7.81 times ten to the first is equal to 78.1

Well:

7.81*10^1=7.81*10=78.1

Since
(7)/(9) is less than 1,
7.81*10^(1) is larger.
