Pope is the person who can make a bishop in the Catholic Church.
The Pope is the Bishop of Rome, which is the highest level there is in the Catholic Church - he is the leader of the Church. He is also the one who can appoint someone bishop - after a long process, candidates are chosen and the Pope chooses the best one among them.
