What dose clay say that war with Great Britain is "Demanded by?"

Henry Clay’s message was less than a clarion cry for war but it was sufficient. The passage goes like this, “… Congress will touch the responsibility of putting the US into an armor and an attitude demanded by the crisis and corresponding with the national spirit and expectations.”

The respond to the national spirit and expectations, Clay directly grabbed the edge and filled war committees with the young war Hawks.
