Is it sometimes difficult to tell whether a conflict is a war or a revolution?

I believe that this perception is dependent on the individual. I’m sure the British saw the American Revolutionary War as a war. If you ask an American they would see it as a revolution. Therefore, I think it’s very difficult because it depends on the individuals approval or disagreement.
