"The y-intercept is 3 and it represents the initial fee before any miles are traveled." is the correct answer because the line touches the y-axis at 3.

If you don't know why 3 represents the initial fee picture this. You get into the taxi and have not traveled any miles, but instead of starting out at zero, the money meter shows $3.00. The cost of every mile you travel is added to the initial $3.00.
