The house and the senate have similar standing committees. why might the senate have never felt the need to have a rules committee?

The U.S. Senate does not have a Rules Committee because the Senate allows unlimited debate on introduced bills. The House of Representatives Rules Committee in contrast, decides under which exact rules a bill will be introduced to the larger body-- including time allowed on the bill itself.
