Multiply each side by 5:
1/5x * 5 - 4 * 5 < -2/5x * 5
Simplify:
x - 20 < -2x
Add 20 to each side:
x < 20 - 2x
Add 2x to each side:
3x < 20
Divide by 3:
x < 6 2/3
