The formula for maximum distance is
X = (V^2 / g) * sin (2 * theta)
10 = (V^2 / 9.8) * sin (2 * 20)
10 = (V^2 / 9.0) * sin(40)
10 = (V^2 / 9.8) * 0.324
v^2 = (10 / 0.324) * 9.8
V^2 = 302.47
v = 17.39 meters/sec (takeoff speed)

The horizontal speed is = Takeoff Speed * Cos(20) = 17.39 * 0.910 = 16.341 meters / sec
