If 6 students own a phone compared to the 24 that don't would be set up like this 1:4. This is because 24 divided by 6 equals 4. This means for every 1 student that has a phone, there are 4 students who don't have a phone.

If there are 24 total students, and 6 have a cellphone, then to find the students who do not own a cell phone, do 24-6=18. The ratio is 6:18, and when simplified, 1:3
