The correct answer is C. A strong central government.

A strong central government is being represented in the papers of federalists.

Federalists papers were essays and articles which were collected by James Madison, John Jay and Alexander Hamilton.

The purpose of the paper was to promote ratification in the constitution of United States. The papers were published with a serial number in New York packet, Daily advertiser, and in independent journal.

The compilation of two volume of essays were published as federalists. The federalist paper suggested that there should be no amendment of constitution and this was done when they added bill of rights in it.
