This document, designed merely to create a confederation between the thirteen colonies, lacked sufficient mechanisms that a stronger central government would find useful.

The states remained sovereign and the congress has little control over them. This result in problem because there was little power with which congress has to deal with other nations. There was frustration in foreign minister because of their inability to of having a strong central authority. This eventually led way to form the constitution of United States.
