According to the elements of the looking glass-self, how could phoebe have interpreted the behavior of the teacher who did not act when he or she witnessed phoebe's harassment?

The looking glass-self is a term coined by Charles Horton Cooley to refer to the process by which our self develops through internalizing others' reactions to us. This means that a person's self grows out of a person´s social interactions with others, which explains the teacher's behavior when they witnessed Phoebe's harassment.
