f(n) = -5n + 11
21 = -5n + 11
10 = -5n
n = -2

n=-2

It may help you visualize what this question is asking for if you let x = n in f(x)= -5x+11.

Let x = n

f(n) = -5n + 11
21 = -5n + 11
10 = -5n
n = -2
