Encrypted data has a key, so the people who are authorized to see it can access it. If a person leaves the key unsecured, whether in physical form or in their computer system, an unauthorized person could come into possession of the key and access the data. A physical parallel is if you left your car key in the ignition, anyone could come along and take your car.
