How did bolivar feel the people of latin america were prepared for a new government?

Simon Bolivar was sent to Europe to finish his studies. With a brilliant mind, he became an advocate of the French Revolution. He felt that the people of Latin-America were not yet ready to face a new government. The people’s experience in corruption and colonialism hindered them to be open about the new government.

Bolivar felt like the American revolutionaries who rebelled against their British colonial master in his opposition to the Spanish empire and he was very aware of  how the creoles and the Indigenous people of Latinamerica were oppressed by the Spaniards who took all the wealth of gold and silver for example and other riches and returned very little.
