Governor Francis Bernard threatened the assembly by dissolving it. Bernard was not able to rescind the letter because of the votes accumulated in the assembly. They were able to get 92 versus 17 votes, in favour of the assembly. Because of this, many artisans tried to protest by carving and silverworks design.
