Thomas Jefferson began the Declaration of Independence with a list of basic human rights because he wanted to prove how badly the British Government was treating them. He wanted to show them that the America's had a reason and a good one at that to fight back and to claim their independence. I believe Jefferson also attacked King George and listed the at least 20 times he had violated these basic human rights, that every should and ought to have.
