If you are asking about how military personnel refer to non-military people, then the correct answer would be civilians. If you are talking about an army made up of regular people, then I believe it is known as a citizen's army. Hope this helps!

I think it was called a citizen's army because when citizens came together to form a 'army' the normal army, and other countries, referred to them as a 'citizen's army'
