A civilian is someone who is not in the military.
The term civilian refers to 'ordinary' people, who are not part of the army of police forces. This refers to any other human - teachers, bankers, doctors, etc. who don't work as army or military officers. Soldier and officer are obviously in the army or police, and immigrants are just people who moved to a particular country.
