We can pass a single vertical line through more than one point on this red graph. So it fails the vertical line test making it not a function. Any given x value must produce exactly one y value

It is a relation since any relation is simply a set of (x,y) points. If you have enough points, you can connect the dots to form any shape you want (in this case, a sideways V)
