8 and 20.
One group has 8 children.
8 x 2=16
16+4=20
20+8=28

x + y = 28
x = 2y + 4
2y + 4 + y = 28
3y + 4 = 28
3y = 28 - 4
3y = 24
y = 24/3
y = 8
x = 2y + 4
x = 2(8) + 4
x = 16 + 4
x = 20
there are 8 students in one group and 20 students in the other group
