“The Magna Carta,”- Which clause deals with the concept of “the punishment fitting the crime”?

Clause 21, "Earls and barons shall not be amerced except through their peers, and only in accordance with the degree of the offense." The clause roughly translates to being punished to the same degree of the crime by your peers.
