First lets solve for a:

3a - 2b + 7 = 4a + 10
-3a -3a

-2b + 7 = a + 10
-10 -10
-2b -3 = a

Now, b:

3a - 2b + 7 = 4a + 10
-3a -3a

-2b + 7 = a + 10
-7 -7
-2b = a + 3
b = (a + 3)/-2

Hope this helps!
