When a negative sign appears in front of a parenthesis, it means that what is inside the parenthesis should be multiplied by -1

\begin{gathered} -\left(1/6\right)\left(-4/9\right) \\ -((1)/(6))\cdot(-(4)/(9))\Rightarrow(-1)\cdot(1)/(6)\cdot(-1)\cdot(4)/(9) \\ =(1\cdot4)/(6\cdot9)=(4)/(54)=(2)/(27) \end{gathered}

multiplying two negative signs gives a positive sign

(1/6) * (4/9) = 4/54 = 2/27
