10 sheets for a $2 means each costs $0.20
6 sheets for $0.60 means each costs $0.10
3 sheets for $0.60 means each costs $0.20
5 sheets for $1 means each sheet costs $0.20
So the answer is 6 sheets for $0.60 since that is the cheapest amount.
