The first thing you need to do is get rid of the 17 to leave -4x isolated..

so subtract -17 from 9 = -8 ≤-4x divide -4 from both sides = x≤2

9 ≤ 17 - 4x

9 - 17 ≤ 17 - 17 - 4x

-8/-4 ≤ - 4x/-4

x≤ 2
