y=f(x-n) is a translation to the right (along the x-axis) by 'n' units


y=f(nx) is a stretch horizontally by scale factor 1/n


y=nf(x) is a stretch vertically by scale factor of n

So
y=3cos(10(x- \pi )) is a translation of
y=cos(x) by
\pi to the right, and then stretched on the x-axis by scale factor
(1)/(10) and lastly stretched on the y-axis by scale factor of
3
