The answer is stratosphere. It is located above the troposphere. The upper layers of the stratosphere are warmer than the layers that are near the Earth's surface. Ozone is also present in the stratosphere which causes the heat as it absorbs the ultraviolet rays coming from the sun. Because of the heat which becomes for a period of time in the stratosphere, CFC's and other chemicals that are on these layer stays longer.
