By conventional definition, Goofy, though a bit of an imbecile, has humanistic traits, such as being able to speak, stand upright, and has opposable thumbs, personifying him and linking him to the human race. This, as human have been proving to themselves for thousands of years, makes personified animals for intelligent and far more advanced biologically than their non-human counterparts. Pluto, though he seems more intelligent at first glance, after all, he goes on many adventures, would be considered the more intelligent for his species, Goofy remains the more intelligent one based of of human principles.
