Which best describes the effect of flooding on the development of civilization in Mesopotamia?

Flooding was good and bad in both ways. Flooding gave the crops silt, which improved their soil and helped growing, but flooding also washes away crops which made people starve without food. Flooding was unpredictable and people didn't know when to get ready.
