When a verb does not express action, it is no longer a verb. I cannot think of any examples of what you are saying.

A verb does not expresses A) a place.

Verbs are words that express either an action, a state or a condition. Verbs that describe an action are called Action Verbs. These verbs can be transitive, when they refer to a doable activity that affect or relate to someone or something else, or intransitive when they cannot be related to another noun. On the other hand, verbs that describe a state are called Stative Verbs, which can express thoughts, emotions or states of being. Furthermore, verbs that refer to a condition are known as Linking Verbs, and they express conditions or situations that exist.
