firts we need to find the radius of the circle. To do this we have to find the distance of the two points given in the problem


d=r=\sqrt[]{(-3-5)^2+(2-(-4))^2}=\sqrt[]{64+36}=\sqrt[]{100}=10

having the radius we have that the equation of this circle is


(x+-5)^2+(y+4)^2=100
