990.8578578578578, because there’s going to be more on the other side of the decimal because, the biggger number is in the hundred thousands.

990 would be a reasonable guess because you would round 989,867 up to 990,000 and divide that by the number you rounded 999 to (the number your round 999 to would be 1,000) by dividing 990,000 by 1,000 you get 990
