Yeah it would be 7 cups

3 1/4 cups for 13 servings...
(3 1/4) / 13 =
13/4 * 1/13 =
13/52 which reduces to 1/4 cup per serving

for 28 servings...
1/4 * 28 = 28/4 = 7 cups <== 28 servings requires 7 cups of flour
